Outdoor Receptacle Requirements: GFCI, Weatherproof Covers, and Height

The Three Things Inspectors Check

Outdoor receptacles fail inspection for the same three reasons over and over: no GFCI, the wrong cover, or bad placement. Get these three right and you'll clear most residential exterior work without a callback.

GFCI Protection: NEC 210.8(A)(3)

Every 125-volt, 15- and 20-amp receptacle installed outdoors in a dwelling unit needs GFCI protection, no exceptions for "it's under a covered porch" or "it's 20 feet up on the eave." I still run into guys who think a receptacle under a soffit is exempt because it's not exposed to rain — it isn't exempt. The 2020 cycle also tightened language around dedicated equipment like garage door opener receptacles, snow-melt equipment, and dwelling unit HVAC circuits — several of those got their own GFCI requirements too, so don't assume equipment receptacles are automatically excluded just because they're not "general use."

Weatherproof Covers: 406.9(B)

This is where I see the most 20-year-old work fail retroactively during a remodel. 406.9(B)(1) requires a weatherproof cover for any 15- or 20-amp, 125- or 250-volt receptacle installed in a wet location — and critically, 406.9(B)(1) has required an "in-use" (bubble-style) cover that stays weatherproof whether or not a cord is plugged in, for both wet AND damp locations, since the 2008 cycle. A flip-lid cover that's only weatherproof when closed doesn't cut it anymore for any outdoor receptacle, covered porch or not — porches and similar covered areas are generally treated as damp locations, and damp locations get the same in-use cover requirement now. If you're replacing an old flip-cover on a service call, swap it for an in-use cover while you're there. It's a five-minute fix that saves the customer a second visit.

Wet vs. Damp Location — Why It Still Matters

Even though both now require in-use covers, the distinction affects the receptacle itself. A location is "wet" if it's unprotected from weather or subject to saturation — an uncovered patio, for instance. There, the receptacle itself must be listed for wet locations even when nothing is plugged in, per 406.9(B)(1). A covered porch with a roof overhang qualifying as protection is typically damp, not wet, but confirm your local jurisdiction's read on overhang depth before assuming coverage — some inspectors want documented protection, not just a roofline.

Height and Placement: 210.52(E)

For dwelling units, NEC 210.52(E)(1) requires at least one receptacle outlet at the front and one at the back of the dwelling, accessible from grade level, and not more than 6.5 feet (2.0 m) above grade. Beyond that minimum, NEC doesn't set a strict maximum or minimum mounting height for general outdoor receptacles the way it does for some interior locations — but I still default to 12-18 inches above grade or deck surface for practical use, and I never mount below where standing water or snow load will reach the box, regardless of what the tape measure says is technically compliant.

Decks and balconies over 20 square feet that are accessible from inside the dwelling also need a dedicated receptacle per 210.52(E)(3), a requirement a lot of remodelers miss until the final inspection.

Common Fails I See on Punch Lists

  • Flip-cover instead of in-use cover on a covered patio
  • GFCI protection provided at a downstream receptacle instead of directly protecting the outdoor circuit, then the indoor GFCI gets buried behind furniture and nobody can reset it
  • Deck receptacle omitted entirely because the deck was "an afterthought" on the permit
  • Box not rated for wet location when installed on an exposed wall, even though the receptacle itself was correct

Field Note

When in doubt about wet vs. damp classification on a covered structure, ask your local inspector how they read it before you finalize material selection — this is one of the more inconsistently enforced calls between jurisdictions, and it's cheaper to ask than to reorder covers.
